Please take note of the website listed below; all of the application process is done through this website. You will be asked to provide our ORI number, which is also listed below. If you have never applied for a Firearms ID Card:
For duplicate Firearm ID cards, change of address, change of name, or handgun permits:
* You must appear at the Winfield Police Department to pay for your initial Firearm ID card and/or handgun purchase permits. Your application will not be processed until payment is made as per N.J.A.C. 13:54.1.4.
* Pistol Permits and Firearm ID cards are now electronic, received via email; you will NOT receive a paper copy of either document.
- First time applicants must check off the box labeled "Initial Firearms Purchaser Identification Card". You may also check off the box for a permit to purchase a handgun if you desire. You may apply for up to three (3) handgun permits at one time.
- All initial applicants must be fingerprinted by Identogo by scheduling an appointment with them. Instructions for how to do so will be provided during the online application process. A fee will be assessed by Identogo at the time of fingerprinting.
- A fifty dollar ($50.00) fee will be assessed for an initial Firearms ID card, payable at time of collection via cash or check.
For duplicate Firearm ID cards, change of address, change of name, or handgun permits:
- Check off the appropriate box for what you wish to apply for.
- You may apply for up to three (3) handgun permits at one time. There is a thirty (30) day wait period between handgun purchases.
- A fee of twenty-one dollars ($21.00) will be assessed for 212A processing during the online portion of the application, payable with a credit or debit card.
- A fee of twenty-five dollars ($25.00) will be assessed for each handgun permit, payable at time of collection via cash or check. There is no fee for duplicate Firearms ID cards.

Applying for a Permit to Carry (PTC) a Handgun
The following instructions are the same for the initial and renewal application. Please review ALL information below before applying.
APPLICANTS MUST CALL THE WINFIELD POLICE DEPARTMENT TO SET UP AN APPOINTMENT WITH SERGEANT. JOSEPH PANZARINO PRIOR TO DROPPING OFF AN APPLICATION. YOU MUST APPLY IN PERSON. ANY QUESTIONS CAN BE DIRECTED TO SERGEANT JOSEPH PANZARINO AT [email protected].
AT THE TIME OF YOUR APPOINTMENT, PLEASE HAVE THE FOLLOWING INFORMATION WITH YOU.
AT THE TIME OF YOUR APPOINTMENT, PLEASE HAVE THE FOLLOWING INFORMATION WITH YOU.
- Driver's license and birth certificate OR driver's license and passport OR driver's license and naturalization paperwork/green card.
- Two (2) State of New Jersey Applications for Permit to Carry a Handgun, form SP642. This form can be found on the New Jersey State Police website at the link below. Must be double sided and notarized. All references must know the applicant for a minimum of three (3) years prior to the date of the application, and cannot be related to the applicant by blood or law. - Three (3) color passport size photographs with your application package.
- Consent for Mental Health Search, for SP066. (https://nj.gov/njsp/firearms/pdf/sp-066.pdf)
- Written proof of ownership and qualification with the handgun(s) you intend on carrying if approved. Proof of ownership can be a purchase receipt or purchase permit, or a notarized letter of ownership listing make, model, and serial number of handgun(s). Written qualification must be within six (6) months of application and include instructor's name and certification, make model, caliber, and serial number of the handgun(s) you intend to carry.
- Two (2) money orders, one in the amount of fifty dollars ($50.00), payable to "Treasurer, State of New Jersey", and the second on in the amount of one hundred fifty ($150.00), payable to "Township of Winfield".
* ALL APPLICANTS (INITIAL AND RENEWAL) FOR PERMIT TO CARRY HANDGUN MUST BE FINGERPRINTED. YOU MUST SCHEDULE FINGERPRINTING AT IDENTOGO.COM. IN ORDER TO SCHEDULE FINGERPRINTING, THE APPLICANT WILL BE PROVIDED THREE THINGS: CASE NUMBER, AGENCY ORI# (NJ0202100), AND SERVICE CODE WHICH IS "2F164B".
* THE REQUIRED WRITTEN FIREARMS QUALIFICATION, INACCORDANCE WITH N.J.A.C. 13:54-2.4(B) CAN BE OBTAINED AT MOST FIREARMS RANGES THROUGHOUT THE STATE.
* A NEW JERSEY PERMIT TO CARRY IS VALID FOR TWO (2) YEARS FROM THE TIME OF APPROVAL.
* IF ANY OF THE PRECEEDING IS NOT COMPLETE OR INCORRECT THE APPLICATION WILL BE RETURNED AND YOU WILL HAVE TO REAPPLY.
* THE REQUIRED WRITTEN FIREARMS QUALIFICATION, INACCORDANCE WITH N.J.A.C. 13:54-2.4(B) CAN BE OBTAINED AT MOST FIREARMS RANGES THROUGHOUT THE STATE.
* A NEW JERSEY PERMIT TO CARRY IS VALID FOR TWO (2) YEARS FROM THE TIME OF APPROVAL.
* IF ANY OF THE PRECEEDING IS NOT COMPLETE OR INCORRECT THE APPLICATION WILL BE RETURNED AND YOU WILL HAVE TO REAPPLY.
