Accident Reports
The Winfield Police Department is proud to be digitizing its Accident (Crash) reports through NJ Crash Portal. The reports are stored electronically in a secure database and available for purchase online 24 hours per day / 7 days per week / 365 days per year click here. Please be advised Accident (Crash) reports are prepared by our patrol officers and therefore subject to a review process which can cause a delay in its availability.
Generally, Accident (Crash) reports are ready within 7-10 business days after the initial accident. If there is an issue with the specific report, contact the officer that handled the Accident (Crash) so it can be remedied. If you are unable to pick-up your report in person contact the police department custodian of records or come to the police department. When an officer is not called to the scene of a motor vehicle accident, a person can request and complete a Self-Reporting Accident (Crash) Form (SR-1) otherwise known as a “Late” or “Walk-In” M.V.A. report. This “self-reporting” form that would be completed in its entirety by the requestor. This report is typically completed when a “hit and run” Accident (Crash) occurs that results in minor damage to a vehicle or when two or more parties involved in a minor motor vehicle Accident (Crash) wish to exchange information for insurance purposes.

All records requests will be handled by the Winfield Police Department Records Division and will be done so in a timely and efficient manner. Records can be obtained in-person or via submission to jdyer@winfield-nj.org. The following is the most common list of record requests; These include accident reports, arrest reports, incident reports, summonses, computer aided dispatch records, and other information.
All requests for police records are governed by the New Jersey Open Public Records Act or commonly called OPRA (N.J.S.A. 47:1A-1 et seq). A link the OPRA request form can be found below which can be printed at home, completed and returned in person to police headquarters, scanned and returned via fax to 908-925-4526, or e-mail to jdyer@winfield-nj.org. All requests will be answered within 7 business days.

Please note that when you receive your request some portions may “blacked out” or redacted due to sensitive personal identifier information. Some examples of redacted information include but are not limited to social security number, phone number, date of birth, and driver’s license number. If the record is not currently available or in storage, the Records Custodian will advise you within 7 business days when the record will be made available, or may deny your request at that time for a stated reason.
Certain police records are exempt from public access. The list is at the below. If you request a record deemed to be exempt from release, you will notified in writing of the denial of access to the record requested. You have the right to appeal the decision that the document or documents that were denied are not public records. You may take your appeal to the Public Records Council or to the New Jersey Superior Court as provided by N.J.S.A. 47:1A-6-7. DISCOVERY

Temporary Handicap Placards
There are two different types of Handicapped Placards:
A Temporary Placard, which is valid for 6 months and can be obtained through the Records Bureau, and a Permanent Placard/License Plate, which is valid for 3 years and must be obtained through the New Jersey Motor Vehicle Commission.
Applications for both types of placards can be downloaded by clicking on the appropriate link below on this page. To apply for a temporary handicapped parking placard you must:
1. Download and complete the Temporary Placard Application or visit a local, municipal police department to obtain the application.
2. Have a qualified medical practitioner certify that you are qualified for a temporary placard; see Qualifications for medical certification information.
3. Submit the completed application to a municipal police department with a check or money order made payable to "NJ MVC" in the amount of $4.00.
4. After review and upon approval by the Chief of Police, a temporary placard will be issued.
TEMPORARY PLACARD APPLICATIONS MUST BE SUBMITTED IN PERSON TO THE MUNICIPAL CHIEF OF POLICE.
DO NOT SUBMIT the payment or the completed application to the MVC

Tow release forms are available at police headquarters 24 hours a day, 7 days a week and can only be provided to the registered owner of the vehicle. The registered owner’s driver license, vehicle registration, and vehicle insurance must be verified prior to being provided a tow release form.
Those charged with Driving While Intoxicated or Impaired must wait 12 hours from the time of the arrest to obtain a tow release – see “John’s Law” (N.J.S.A. 39:4-50.23) for further details.

Hiring Off-Duty Officers
