Operation Blue Angel is a program run by the Winfield Office of Emergency Management and the Winfield Police Department to assist residents who, due to advanced age, mobility, or medical concerns, may be unable to answer their door in an emergency situation.
Through Operation Blue Angel, an Emergency Management owned lock box similar to a realtor’s lock box is placed near the resident’s front door. A key, supplied by the resident, is locked inside the box and in the event of an emergency, responding police officers would be able to retrieve the key using a code secured by Winfield Emergency Management. This would allow officers to quickly enter the home without causing damage.

- Must be 55 years or older, or have a medical condition that is potentially incapacitating.
- Must either live alone, or be home alone on a frequent basis.
- Must provide a key (or keys) for an entry door to the home.
- Must grant Winfield Police Department permission to access and use the key in a medical emergency including welfare checks. A waiver must be completed and notarized, and included with the application.
- Must understand that this program is not intended to be a "Lock Out Service"

The Winfield Office of Emergency Management is pleased to announce the Winfield OEM FILE OF LIFE program. The FILE OF LIFE is a medical information packet designed to provide emergency personnel with pertinent medical information to assist first responders with immediate medical treatment.
The FILE OF LIFE replaces an older program that some residents may know called the "Vial of Life" program in which a small medication bottle was kept in a refrigerator and contained a small piece of paper with household member medical information. The Vial of Life program created many problems such as the medication bottle getting lost or moisture destroying information on the paper making it illegible.
The FILE OF LIFE is a red vinyl refrigerator magnet containing a medical information cad for each household member. The FILE OF LIFE is used in 49 states and can be found in approximately 2.5 million households nationwide.
What does it do?
Quickly provides emergency personnel and first responders with important medical information for household members, including emergency contact telephone numbers (i.e., Physicians, Emergency Contacts, etc.) police/medical personnel responding to a medical emergency at home.
How does it work?
1. Simply complete the FILE OF LIFE contact information card with the medical information for each household member.
2. Insert the completed information card in the red FILE OF LIFE magnetic pouch, and place the pouch in a conspicuous location on the outside of your refrigerator door in the kitchen of your home.
Each person in your home must have THEIR OWN information card. Multiple cards may be placed in one magnetic pouch.
