Accident ​Reports

Firearms ​Information

The Winfield Police Department is proud to be digitizing its Accident (Crash) reports through a partnership with LexisNexis. The reports are stored electronically in a secure database and available for purchase online 24 hours per day / 7 days per week / 365 days per year at https://policereports.lexisnexis.com/. ​Please be advised Accident (Crash) reports are prepared by our patrol officers and therefore subject to a review process which can cause a delay in its availability.
Generally, Accident (Crash) reports are ready within 7-10 business days after the initial accident. If there is an issue with the specific report, contact the officer that handled the Accident (Crash) so it can be remedied. If you are unable to pick-up your report in person contact the police department custodian of records or come to the police department. 
​When an officer is not called to the scene of a motor vehicle accident, a person can request and complete a Self-Reporting Accident (Crash) Form (SR-1) otherwise known as a “Late” or “Walk-In” M.V.A. report.  This “self-reporting” form that would be completed in its entirety by the requestor.  This report is typically completed when a “hit and run” Accident (Crash) occurs that results in minor damage to a vehicle or when two or more parties involved in a minor motor vehicle Accident (Crash) wish to exchange information for insurance purposes.

The Winfield Police Department’s Firearms unit assists with the application, processing, and registration of firearms. You can contact the unit at 908-925-3852 ext. 104. The New Jersey State Police Firearms Unit can be reached at 609-882-2000. The process for applying to obtain a New Jersey Firearms Identification Card and/or Permits to Purchase Handguns is now online. Please follow the below instructions for the Firearms Reporting System (FARS) ​FARS Application Procedure for Applicants
​Step 1: Visit the following website – https://www.njportal.com/njsp/fars. You can also locate this application on the New Jersey State Police Website.
​Step 2: When you log on, you must enter the Winfield Police Department’s ORI number – NJ0202100
​Step 3: Complete the online application. Please complete the application using a desktop or laptop computer. Avoid using smartphones or tablets as the system will not properly transmit your information. If you are a first-time applicant, you must have access to a printer in order to print the Identgo Fingerprint Form. When completing the application, you will need the correct email addresses of two (2) reputable references. The FARS system will email them the reference questions to be answered.
  • You will be receiving automated email updates throughout this new process. Please check your junk email folder along with your regular email folder for updates.
  • The online application is applicant driven. Please ensure that you have entered the best phone numbers/email addresses for yourself and your references.
  • If you have resided outside of NJ within the past ten (10) years you must respond to police headquarters and sign a consent for Mental Health Records Form.
Step 4:  You will need to submit payment to the police department for your Identification Card and/or permits.
This process only applies to those individuals who are applying for their Firearms ID Card and/or permits to purchase. All other applications (Retired officers, carry permits, etc.) are still processed via paper applications. Handicap ​Placards

There are two different types of Handicapped Placards:
A Temporary Placard, which is valid for 6 months and can be obtained through the Records Bureau, and a Permanent Placard/License Plate, which is valid for 3 years and must be obtained through the New Jersey Motor Vehicle Commission. 
​Applications for both types of placards can be downloaded by clicking on the appropriate link below on this page. To apply for a temporary handicapped parking placard you must:
​1. Download and complete the Temporary Placard Application or visit a local, municipal police department to obtain the application.
​2. Have a qualified medical practitioner certify that you are qualified for a temporary placard; see Qualifications for medical certification information.
​3. Submit the completed application to a municipal police department with a check or money order made payable to "NJ MVC" in the amount of $4.00.
​4. After review and upon approval by the Chief of Police, a temporary placard will be issued.
TEMPORARY PLACARD APPLICATIONS MUST BE SUBMITTED IN PERSON TO THE MUNICIPAL CHIEF OF POLICE.
​DO NOT SUBMIT the payment or the completed application to the MVC
​How to Obtain a Permanent Placard or Plates
  • Complete the Persons with Disability Placards/Plates Application.
  • Follow the directions at the NJ Motor Vehicle Commission Website.
  • Completed applications must be mailed to:

  • These placards and plates are NOT issued by the Winfield Police Department.

The Winfield Police Department produces large quantities of police reports and records each year. These include accident reports, arrest reports, incident reports, summonses, computer aided dispatch records, and other information.
​All records requests will be handled by the Winfield Police Department Records Division and will be done so in a timely and efficient manner. Records can be obtained in-person or via submission to jdyer@winfield-nj.org. The following is the most common list of record requests;
​All requests for police records are governed by the New Jersey Open Public Records Act or commonly called OPRA (N.J.S.A. 47:1A-1 et seq). A link the OPRA request form can be found below which can be printed it at home, completed and returned it in person to police headquarters, scanned and returned via fax to 908-925-4526, or e-mail to jdyer@winfield-nj.org. All requests will be answered within 7 business days. For further information contact the Records Custodian at 908-925-3852 ext. 103 or jdyer@winfield-nj.org.

​OPRA request forms may also be obtained at the Winfield Municipal Building during regular business hours or at the police department, or at the link below. Please note that when you receive your request some portions may “blacked out” or redacted due to sensitive personal identifier information. Some examples of redacted information include but are not limited to social security number, phone number, date of birth, and driver’s license number. If the record is not currently available or in storage, the Records Custodian will advise you within 7 business days when the record will be made available, or may deny your request at that time for a stated reason.

​Discovery requests pursuant to Rule 3:13-3 for criminal records for an appearance in Municipal Court may be made in writing to, Winfield Police Department, 12 Gulfstream Avenue, Winfield N.J. 07036 (Attention Records).

Vehicle Tow ​Release

Impound Vehicle Release Procedure

You must obtain a Tow Release Form from Police Headquarters before proceeding to the tow yard.
Tow release forms are available at police headquarters 24 hours a day, 7 days a week and can only be provided to the registered owner of the vehicle. The registered owner’s driver license, vehicle registration, and vehicle insurance must be verified prior to being provided a tow release form.
​
Those charged with Driving While Intoxicated or Impaired must wait 12 hours from the time of the arrest to obtain a tow release – see “John’s Law” (N.J.S.A. 39:4-50.23) for further details.
